The International Standard for Phytosanitary Measures, Publication #15 or ISPM 15 requirement, is the guideline for regulating wood packaging material in international trade. This standard was developed to greatly reduce the Phytosanitary (insect) concerns related to growing global trade and significant spread of non-native pests through wood packaging material.
Since this measure has been adopted by the International Plant Protection Convention in March of 2002, most industrial nations require shipping packaging to go through this heat treating process. In June of 2005, Neville received its US699 export stamp for meeting all of the international heat treating requirements. In September of 2006 Neville installed its first heat treating oven for all of its international shipping requirements. In May of 2008, Neville designed and installed a custom, state of the art, 2.2 million BTU Heat Treating Oven in order to continue to meet the ISPM 15 requirements of a core temperature of 135oFfor a minimum of 33 minutes. The heat treatment cycle of the oven can be customized to meet any customer driven specifications or requirements. Currntly Neville heats to 142oF for 33 minutes to insure compliance.
Presently there is an ongoing discussion that this international standard may be applied to domestic interstate shipments, much like fire wood is now.
